Marcus Stroman managed to get a deal with the Cubs before the lockout deadline:

Stroman consistently posts WARs around 3.4, so $71 for nine WAR seems pretty reasonable.

Note the while teams have signed a lot of free agents, few appear to be paying over eight million per WAR. Dollars per WAR used to rise fairly steadily year to year, but has stagnated. That stagnation is a big part of the labor dispute.
