That translation is practically useless. I think it's simply the story that the D-backs (and their shiny new uniforms) are involved in the bidding and nothing more.

Third paragrph paints a murkier picture...

It looks like they are just saying that the DBacks made a bid but that the chances of being outbid by the Mets and/or Yankees is high.

Based on the slightly more clear Babelfish translation, the Major.jp article that WasWatching links to is simply a re-reported version of this East Valley Tribune article discussing the D-backs' intent to bed. It mentions the same Far Eastern scout and the contains the same info as the translated article.

My wife is Japanese, so I asked her to read the original article to me. As was divined from the Babelfish translation, it is just saying that the Diamondbacks are entering the bidding; it specifically cites the East Valley Tribune article.
