When "moderate" doses of caffienne are shown to cause brain cancer, and have long term effects both positive and negative, AND cease to be a generally accepted part of American culture, THEN and only then should it be revisited as a potentially banned substance.

That's right. The point of PED rules is to protect the players who don't want to risk their health to get benefit against the people who will do whatever to gain an advantage. If there is no danger, there is no reason for the rule, IMHO.
